Directx 9.0c. How do I download it?

Okay, so I borrowed my friend's Sims 2 & I downloaded it. Then, when I tried to play it, a screen popped up that said stuff that I didn't have Directx 9.0c. I want to download Directx 9.0c, and went to the Sims 2 help sites and microsoft.com, but they're confusing. Can someone gave me some SIMPLE, understandable directions to download Directx 9.0c? Thanks! Btw, I have Windows XP. & is there a download of directx 9.0c, where you don't have to pay?
