My computer no longer lets me download the .torrent files needed to start a torrent anyone know how

I used to be able to download torrents and they worked just fine, for no reason one day they just stopped working. I went to download a .torrent to start a torrent and it would go to about halfway than stop and never finish, I wasnt downloading anything illegal so I found it kind of strange; ever since than I have tried downloading many different torrents just to try and see if itll work, but I still get nothing.

How do you access the internet? If it is through a router, look up the settings. You can usually do this by going to http://192.168.1.1/. It will then as you for a password. If you haven't changed it, it would be in your router's docs. Look up to see if any ports are blocked or lookup a tutorial online regarding port forwarding. It may be that your I.S.P. blocked that port.
