Slow Download?

I want to ask why are my torrents going with a speed of 18kBps. This problem occured a week ago...before that I used to download with a speed of around 270kBps. When the problem started I checked my port and checked all the other stuff also I checked if it's not form the torrent but all the torrents I tried were with the same speed...exactly 18.0 kBps. I spoke with a person form the interet company and they said that there was nothing wrong with my internet but he didn't know why the torrents were going so slowly (idiot). My internet is with 30GB per month but I havn't used them up cuz we just payed our bill. I also tryed restarting my router but it was the same thing again. I tryed the Optimizer program for internet and it also didn't help. I checked if I didn't put a download limit but it's not that too. I have no idea what's going on so I need help and would appriciate any at all.

P.S. - I'm not sure but it went through my mind that it could be form my anti-virus program...

I'm not sure about this but torrents work by storing parts of a file on different peoples computers called seeders. people like you who download those files, which are compiled by your bittorrent software are called leechers. If you only Leech and never seed, the torrent community, software CEOs or web hosts will slow down your download speed, sometime even to 1kb/s

Like you said, it could be because of your anti-virus program. Is it one that you just download off the internet, and is absolutely free? If so, don't trust it. Those are non-trustable, and you should get one that is trustable, even though it costs money. Like, McAfee for example.
