There are probably some sites out there that will allow direct downloads ( though illegally ) but will charge you for the access regardless.

There are also open sites that work generally under the bit torrent protocol which is probably the best thing for what you are after.

There also are closed sites that work in a similar way to the first in that you are charged for access but also use the bit torrent protocol.
