Why can't I download Paint.NET 3.22?

I tried to download it from fileforum.betanews.com for free but during installation, it says it can't download because it needs Windows XP service pack 2 and supposidley I don't have it.. I have a Windows XP 2003 Home Edition.. I try to download from the Microsoft site but nothing happens.. what am I doing wrong? I just want to update my old MS Paint.. to something newer.
